In the end, it's hard to say why Resident Evil Operation Raccoon City was a disappointment. Obviously it had stiff competition from other high profile titles, but ultimately this PC-exclusive title felt rushed and not very well polished. In addition, its online multiplayer component left much to be desired. But if you decide to pick up a copy of this game on sale or as a used purchase, you'll find a decent action shooter with a pretty interesting setting and some genuine scares. But don't anticipate anything more than that from this title. In the end, it's hard to say why Resident Evil Operation Raccoon City was a disappointment. This game is nothing special. It's not bad, but it's not good either. It's just…there." The game was initially scheduled for release only on the Xbox 360 and PlayStation 3 systems, but Capcom later announced that it would be released for Windows PC via the Steam gaming service in addition to the other two platforms. Capcom offered to provide free upgrades to anyone who purchased "Operation Raccoon City" on one of the other two platforms; owners of the Xbox 360 version received a voucher code entitling them to download the PC version at no additional charge; consumers who had purchased a copy for PlayStation 3 received their free upgrade through an online voucher available after signing into their PlayStation Network accounts.
